As a reminder, Bulletin-service (BS) have 3 levels:
BS Informative (pure information, owners may or may not take any action)
BS Recommended (in fact higly recommended, usually to improve performance, TBO etc…should be done ASAP )
BS Mandatory (machines must be grounded until application, as safety can be involved)
